Presentation: Referral is the 10th Core Function in the IC&RC’s 12 Core Functions of a Chemical Dependency Counselor. Referral is concerned with identifying clients' needs that the counselor or agency cannot meet and assisting the client in using the support systems and community resources available to meet those needs. This training will further discuss the confusion between referral and consultation and help recognize an entry-level counselor’s limits and the client's needs.
As a result of this training, participants will be able to:
- Recognize when referral is required;
- Identify the appropriate specialty required for treatment;
- Understand networking in the treatment community;
- Identify 12-step and other support resources in the community; and
- Understand the global criteria associated with the core function of referral.

Kelly Luedtke, M.Ed., CAGS, MLADC is the full time Associate Professor of Human Service and Addiction Counseling Program Coordinator at New Hampshire Technical Institute in Concord, NH. She has been in the profession of substance use counseling for over a decade, most recently serving as Chief of Operations and Clinical Officer at Serenity Place in Manchester, NH for the past 3 years. Kelly has worked in the treatment continuum from prevention, to detoxification, sobriety maintenance, medically assisted treatment, intensive outpatient, outpatient, and transitional living. She has served the community as an outreach worker, clinician, senior administrator, and educator. Currently, Kelly gives back to the community through her role as President of NHADACA, as the Chair of the NH Alcohol & Other Drug Abuse Professionals Licensing Board, and by serving on the licensing board’s Peer Review Committee. Kelly, a Master Licensed Alcohol & Drug Counselor (MLADC), currently has a master’s degree in Education/Counseling as well as a CAGS in Counseling. When Kelly isn’t lending her time to students or the substance abuse community, she enjoys exercising by running 5K’s to marathons, Bikram Yoga, traveling to warm climates, and cooking anything out of her vegetable and herb garden.
